The Punjab Educational Endowment Fund (PEEF) has announced the Chief Minister Merit Scholarship (CMMS) Program for fully funded international PhD scholarships for the 2025-26 academic year. This initiative, backed by the Higher Education Department of the Government of Punjab, is designed to assist Pakistani nationals in pursuing higher education at top-ranking universities around the world.
Scholarship Details
PEEF invites applications from Pakistani nationals who have secured admission to universities ranked within the Top 50 QS World Rankings (by subject) for the 2025-26 academic year. The scholarships are available in the following subject areas:
- Life Sciences & Medicine
- Engineering & Technology
- Natural Sciences
- Social Sciences & Humanities
- Arts

Eligibility Criteria
To be eligible for the CMMS Program, applicants must:
- Have a valid PhD admission offer from one of the current Top 50 QS ranked universities in their preferred subject area.
- Have maintained a minimum of 60% marks throughout their academic career.
- Declare a monthly family income (including self, spouse, and parents) of Rs. 200,000 or less.
- Be a maximum of 35 years old as of 30th April 2025.
- Not have availed any foreign scholarship in the past.
How to Apply
To apply for the CMMS Program, candidates should follow these steps:
- Secure admission to one of the current Top 50 QS ranked universities in the preferred subject areas.
- Download the scholarship application form from PEEF CMMS Application.
- Submit the completed application form along with all required documents by the due date to the PEEF office.
Important Notes
- Selected candidates are not allowed to defer the scholarship to the next year.
- Faculty members of public sector teaching/educational institutions in Pakistan are not eligible.
- Special quotas are available for applicants from AJK, GB, and ICT.
- Applicants are responsible for securing university admission and applying for a visa.
