Pakistan Revises Customs Values for Apple iPhones Including Latest iPhone 16 Models

In a recent update from the Directorate General of Customs Valuation, Karachi, new customs values have been established for 187 Apple iPhone variants, including the entire lineup of the newly launched iPhone 16 series.

This development comes through Valuation Ruling No. 1909/2025, issued officially on Friday, which sets new benchmarks for the assessment of duties and taxes on imported iPhones in Pakistan.

iPhone 16 Series Now Formally Valued for Customs

The updated ruling now includes 16 specific models of iPhone 16, ensuring accurate duty assessment for importers. This update reflects the latest market trends and international pricing of Apple devices.

Older models such as iPhone 15, iPhone 14, iPhone 13, iPhone 12, and iPhone 11 are also covered in the revised customs valuation, with depreciation applied to legacy models that have reached or are nearing End-of-Life (EOL) status.

Why Was the Valuation Updated?

The revision was initiated after the Directorate received a formal request from the Collectorate of Customs (Airport), Islamabad, as well as multiple submissions from importers and industry stakeholders. Their concern: the existing ruling had become outdated and no longer aligned with current international pricing structures.

The previous ruling had remained in effect for over a year, during which global prices of Apple products shifted significantly. Some older iPhones had also become obsolete, necessitating adjusted depreciation rates.

Process of Customs Valuation: Stakeholders Engaged

To determine the updated customs values, the Directorate conducted a detailed assessment under Sections 25 and 25A of the Customs Act, 1969. This involved:

• Holding multiple consultation meetings with stakeholders.
• Reviewing 90 days’ worth of iPhone import data.
• Analyzing trends in global pricing versus local declared values.
• Considering submitted import documentation to validate claims.

The process was transparent and data-driven, with stakeholders urging inclusion of the iPhone 16 lineup and fair depreciation for earlier models.

Outcome: New Customs Values Now in Effect

Based on the valuation analysis, the Directorate has finalized the new customs assessment values for iPhones, which are now applicable on all imports. These values are detailed in the annexure attached to the official ruling.

The updated valuation ensures fair taxation while keeping pace with the evolving international pricing of mobile devices.
