No More Jobs for Family Members After the Death of a Government Employee – Official Notification Issued
The Government of Pakistan, Cabinet Secretariat, Establishment Division has officially issued a notification on February 7, 2025, regarding the withdrawal of jobs for family members of deceased government employees. Previously, under the Prime Minister’s Assistance Package, the spouse, children, or other legal heirs of a deceased civil servant were entitled to government employment. However, following a recent ruling by the Supreme Court of Pakistan, all provincial governments and the federal government have now revoked this provision.

Subject: Withdrawal of Regular Appointment Provision Under the Prime Minister’s Assistance Package for Families of Deceased Government Employees
According to the official notification, the undersigned refers to previous Office Memorandums 8/10/2013-E-2 dated December 4, 2015, and 8/23/2021-E-2(pt) dated December 23, 2022. In compliance with the Supreme Court of Pakistan’s ruling (C.P. No. 3390/2021) dated October 18, 2024, in the case of General Post Office, Islamabad & Others vs. Mr. Muhammad Jalal, the Prime Minister of Pakistan has approved the removal of employment provisions from the Assistance Package for in-service deaths. This decision takes effect immediately from the date of the court’s judgment.
What Remains Unchanged?
While job appointments have been withdrawn, other benefits under the Prime Minister’s Assistance Package will continue to be available for the families of deceased civil servants. However, certain exemptions apply:
- Martyred personnel from law enforcement agencies and civil servants who die due to terrorist activities will still be eligible for job appointments under the package.
- Appointments already granted to the widow, widower, or children of deceased civil servants before this judgment will not be affected.
All Ministries, Divisions, and relevant authorities have been instructed to circulate and implement these new directives in letter and spirit.
Implementation by Provincial Governments
Following the Supreme Court’s decision, provincial governments have also withdrawn similar job provisions for family members of deceased employees. The latest updates from different provinces are as follows:
Punjab Government Orders
The Punjab Finance Department issued a notification on July 24, 2024, confirming the removal of Rule 17-A from Punjab’s appointment rules. This means that family members of deceased government employees in Punjab will no longer be entitled to jobs under the previous policy.
Sindh, Balochistan, and Khyber Pakhtunkhwa Government Orders
- The Sindh, Balochistan, and KPK Governments have also formally adopted similar policies, ensuring uniform implementation of the Supreme Court’s ruling across all provinces.
- The Khyber Pakhtunkhwa Finance Department issued an official notification on November 20, 2024, announcing the end of job entitlements under the Assistance Package for widows, spouses, or children of deceased government employees.
This landmark decision marks a major policy shift regarding government employment benefits for the families of deceased civil servants. While the removal of job entitlements may be disappointing for affected families, the government has assured that all other benefits under the Assistance Package will remain intact.
